This ordinance will affect some 1.5 million people in the workforce, of which 490,000 are employed in the public sector. The statute makes it illegal to establish individual labour contracts with a basic salary lower than the minimum wage. Infractions will be fined with a sum between RON 1,000 and 2,000 and are to be investigated and enforced by labour inspectors.

During the last four years, the minimum wage has known an increase of RON 380.

A study released by the National Institute of Statistics shows that in 2014 total expenses of households reached a median of over RON 2,200, which represents 90.7 percent of total income.

The main destinations for these expenditures were food and non-food consumption, social security taxes and contributions and coverage of needs related to the household production (poultry and animal feed, payment for production work, seeds, veterinary services and others).
