EUR 196 million will be allotted through the program Horizon 2020, directly financed by the Commission and EUR 350 million will be granted for decarbonisation by the European Fund for Strategic Investments.  

The investments are coming on the background of the constructions sector not being only a significant contributor to the energy consumption (with 40 pct. of the final energy consumption), but also being directly responsible for a significant quantity of the CO2 emissions (36 pct. of the CO2 emissions).
